2000万人「戦争法の廃止を求める統一署名」に、ご協力ください！

NGO非戦ネットは、「戦争させない・9条壊すな！総がかり行動実行委員会」が中心となって行う「戦争法の廃止を求める統一署名」に共同呼びかけ団体として名前を連ね、署名活動を実施いたします。

共同呼びかけ人には「SEALDｓ」や「立憲フォーラム」など多くの団体が名前を連ねています。2000万人の署名を集めることを目標とし、安保法制に対する異議を政府・国会に届けます。

署名主旨

2015年９月19日に参議院で“強行採決”され“成立”した「平和安全保障関連法」は、憲法第９条が禁じる国際紛争解決のための武力行使を可能とするもので、憲法違反であることは明らかです。したがって、「平和安全」の名にかかわらず、その内容はまぎれもなく戦争法です。また、憲法解釈を180度くつがえした閣議決定に基づいた違憲の立法は、内閣と国会による立憲主義の否定であり、断じて認めることはできません。
この戦争法が発動されれば、日本は海外で戦争する国になり、自衛隊は海外で殺し殺されることになり、日本自体が武力紛争の当事者となって、「平和安全」とはまったく逆の事態を招くことになります。
戦争法に対しては、国会審議の段階で、憲法の専門家をはじめ、さまざまな分野の人びとから反対の声が上がり、世論調査でも８割が政府の説明は不十分と答えていました。全国の人びとの強い反対の声を国会内の数の力で踏みにじった採決は、主権在民と民主主義を壊す暴挙であり、正当性を欠くものです。
以上の趣旨から、次の事項について請願します。

「軍備増強に税金使うな　武器輸出にノー！」
〜防衛装備庁の発足に異議あり〜

10月1日、防衛装備庁が発足します。
防衛装備庁は装備品の開発から取得、維持まで一元的に管理するほか、武器輸出や国際的な共同開発を推進。戦闘機や護衛艦などの大型プロジェクトは専任チームを設けて試作から量産、整備まで管理するとされています（日本経済新聞2015年6月10日付け記事）。
1800人規模の大所帯で、予算規模は防衛省の予算の３分の１。

軍備増強に国税をつぎ込み、国際的な軍需産業に日本が官民一体で進出していくための官側の要となることが予想されます。
また、武器輸出については、民間企業の武器輸出を推進するため、日本貿易保険（NEXI）による貿易保険の適用も検討されています。NEXIは、民間の保険ではまかなえない貿易リスクをカバーする公的な組織。国策で武器輸出を推進することにつながります。
私たちは、「軍事費増大にノー！」「武器輸出にノー！」を訴え、防衛省前で、抗議アピールを行います。

私たち、NGO非戦ネットは国際協力活動、国際交流活動に携わる団体として、この度行われた安全保障関連法制の採決に対して抗議します。

NGO非戦ネットは国内NGO７４団体、NGO職員ら５４７人が賛同しているNGOのネットワークです。今年７月に安全保障関連法制に異議を唱えるNGO関係者が呼びかけ人となり発足しました。今年９月１０日には国内外約３６０団体が署名する「安保法制に対する国際共同声明」を発表し、安保法制の廃案を求めました。

私たちNGOは、政府から独立し、紛争地での人道支援や、紛争の原因となる貧困や、差別、人権問題などに取り組んできました。法案が成立すれば、アメリカをはじめ他国が行うどのような戦争にも政府の判断次第で参加が可能になり、イラク戦争のような侵略戦争にさえ、軍事的手段を持って加担することになりえます。

また、NGOに対し、「駆けつけ警護」と称して武器を使用し武装勢力と交戦する事態となれば、NGOの中立性までが疑われ、取り返しのつかない犠牲を生み出すことを私たち訴え法案に反対してきました。

しかしながら、結論ありきで審議を進め、強硬採決に及んだ政府の行為はとうてい容認されるものではありません。

私たち国際協力NGOは、第二次世界大戦の反省にたって獲得した日本国憲法が、全世界の人々の平和的生存権を非軍事的な手段によって達成すると宣言したことに誇りをもち、その精神に守られて活動してきました。こうした日本の武力によらない姿勢に基づく地道な活動は、国際社会、特に世界各地の市民社会から高く評価され、現実に平和を生み出す役割も果たしてきました。政府は多くの国民の意思や世界各地の市民社会からの要請に反し、世界に向けて誓約した「不戦の誓い」を破ったのです。

安保関連法案は平和主義国家としての日本のイメージを一変させ、紛争に対する中立国としての「日本ブランド」はもはや通用しなくなります。　こうしたなか、NGOの活動環境は著しく危険なものに変わることは明らかであり、NGO職員や現地協力者が紛争当事者から攻撃され、「テロ」の標的となる危険性は格段に高まります。

私たちNGO非戦ネットは、憲法に反する安保法制に、強い意志をもって反対します。そして、今後も諦めることなく、思いを同じくする日本と世界の各界、各層と連帯し、安全保障関連法の見直し、廃止、運用停止に向けて活動を続けることを宣言します。

 NGO International Joint Statement Against the Security Bills

The following NGOs express our strong concern and opposition to the currently proposed Security Bills in Japan.

1. Through its colonial rule and aggressive wars in the Asia Pacific region, Japan caused great loss of life and violations of human rights, and the wounds from this are yet to be healed. Following its defeat 70 years ago, and based on the deep regret for the extensive sacrifice brought upon by the Japan-instigated war, the country determined to put an end to militarism, and on the foundation of Article 9 of the Constitution, made a promise to the world to abandon war. This “pledge to not wage war” has meant that Japan has not participated in combat activities overseas over the past 70 years.

2. The security bills currently debated in Japan will allow the use of the right to collective self-defense, meaning Japan’s participation in wars between other countries and the use of force overseas in the case of an armed attack against the United States or other closely allied countries. As well as this, it would under the name of international cooperation for peace broadly allow logistic activities undertaken alongside the use of force, including transportation of ammunition in conflicts in other countries. The armed conflicts or military logistic activities in which Japan would participate under the proposed bills have no geographic limitations, and Asia, the Middle East and Africa would broadly be included in its range.

3. In Japan, many constitutional scholars have expressed their opinion that these bills go against Article 9 of the Japanese Constitution, and the majority of citizens are against these bills. Yet, in July of this year the proposed bills were passed without sufficient debate in the House of Representatives, and they are now being discussed in the House of Councilors.

4. We are strongly opposed to the situation in which the people of the Asia Pacific region could once again be in the relationship of killing or being killed as a result of Japanese war actions, or that the region could once again experience the tragic disaster of war. We are also strongly against Japan’s participation in war leading to Japan contributing to bloodshed in regions of the Middle East, Africa and so on which suffer through the scourge of war.

5. We believe that it will not be possible to eradicate conflict from the world without resolving structural violence such as poverty, disparity, discrimination and oppression of human rights, which form a breeding ground for conflict or so-called terrorism. It is not possible to build a just order in the world without addressing such fundamental issues, and relying only on military force. In a world becoming more militarized and violent, Japan’s pacifism, albeit imperfect, has the potential to be an alternative for building international peace through “not resolving international conflicts through armed force.” The effort must be made for the whole international community to support this pacifism, and spread it further.

We hereby reiterate our opposition to the security bills currently being debated at the Japanese Diet, for their going against the hope of the global civil society.

8月28日から9月9日の短い募集期間に国内外331団体の賛同が、世界３６カ国から集まりました(9/10の〆切りまでの分)。
中には1947年にノーベル平和賞を受賞したAmerican Friends Service Committeeや、２００団体以上が加盟するアフガニスタン最大のNGOネットワーク団体Afghan NGOs’ Coordination Bureauからも声明への賛同がありました。他にも、途上国におけるプライマリヘルスケアのパイオニアであるデビッド・ワーナー氏のHealthWrightsや、自衛隊が過去に派兵されたこともあるイラクからも賛同の声が寄せられました。

記者会見ではまずNGO非戦ネット呼びかけ人の伊藤和子（ヒューマンライツ・ナウ事務局長/弁護士）が国際共同声明の趣旨説明が行われました。

「１０日間強、という短い間にこれだけの賛同が集まったのは、日本のNGOが憲法９条という精神に基づいて多様なネットワークを築いてきたからです。私たち日本のNGOへの期待、というだけでなくこれまで海外で一度も暴力的な手段に出ること無く、様々な形で平和に貢献してきた日本という国のあり方への信頼が現れたのだと思います。この声を受け止めてほしいと思います」

その後、NGO非戦ネット呼びかけ人谷山博史（日本国際ボランティアセンター(JVC)代表 / 国際協力NGOセンター（JANIC）理事長）が「国際共同声明」を読み上げました。

NGO共同声明 安全保障法制に反対する

 私たち下記に署名したNGOは、現在日本で進んでいる、安全保障法制制定の動きに対し、強い警戒心を表明し、これに反対します。

 1   日本は、アジア太平洋地域に対する植民地支配と侵略戦争により、多大な人命の犠牲と人権侵害を引き起こし、その傷は今も癒えることはありません。日本は70年前の敗戦にあたり、自らの起こした戦争による甚大な犠牲に対する深い反省のもと、軍国主義と決別することを決意し、日本国憲法9条に基づき、戦争放棄を世界に向けて誓約しました。この「不戦の誓い」のもと、この70年間、少なくとも日本が海外で戦闘行為に参加することはありませんでした。

 2　現在、日本で審議が続いている安全保障法制は、日本が米国その他密接な関係を有する国に対する武力攻撃があった場合に、他国間の戦争に自ら参戦し海外で武力行使をする、集団的自衛権の行使を容認しようとするものです。このほか、国際平和協力の名のもとに、他国の紛争において弾薬の輸送を含む、武力行使と一体となった兵站活動を広く認めようとしています。法案ではこうした日本が参加する武力紛争、軍兵站活動には、何ら地理的限定がなく、広くアジア、中東、アフリカまでが射程に入ります。

 ３　日本では、憲法学者の多くがこうした法制は憲法9条に反すると意見表明し、国民の多数がこの法制に反対しています。にもかかわらず、衆議院では十分な審議もなされないまま、今年7月に法案が採択され、法案は、参議院での審議に入っています。

 ４　アジア太平洋地域において、日本の戦争行為によって、再び人々が殺し殺される関係に立つこと、アジア太平洋地域が再び悲惨な戦争の惨禍にみまわれることに、私たちは強く反対します。また、日本の戦争行為が中東、アフリカなど戦禍に苦しむ地域に及び、日本が殺戮の加担者になることにも私たちは強く反対します。

 ５　私たちは、紛争やいわゆるテロの温床となっている貧困、格差、差別、人権抑圧といった構造的な暴力を解決せずしては世界から紛争はなくならないと考えています。この根本的な問題に目を向けず、軍事力に頼って世界の公正な秩序を作ることはできません。今軍事化・暴力化する世界の中でこそ「国際紛争を武力によって解決しない」という日本の平和主義は不完全とはいえ国際平和に向けた一つのオールタナティブなのです。この平和主義を国際社会全体で補いあい、広げていく努力をしていかなければなりません。

 私たちはここに改めて今日本の国会で審議されている安保法制は国際市民社会の希望に逆行するものとして反対の意思を表明します。

また、日本国外から見たら安保法制をめぐる動きはどう見えるのか、をお二人のゲストにお話していただきました。

国際共同声明賛同団体、ビルマ民主化ネットワーク代表：チョーチョーソーさんは祖国であるビルマの困難な状況を話したうえで、日本の現状に対して以下のように訴えました。

「なぜ、日本という国が世界から尊敬されているか。それは日本は７０年ものあいだ、平和な国家だったからです。わたしは平和ではない国から来たこともあり、平和の大切さがよくわかります。安倍政権は安保法制とは違う選択肢はとれないのでしょうか。ビルマにはそもそも選択肢が無い。日本の人たちは様々な形で安保法制に対して反対の声をあげています。国民の声を聞くことこそが民主主義ではないのでしょうか」

カレーズの会レシャード・カレッド医師

アフガニスタン出身で、カンダハルにて医療支援を続ける「カレーズの会」を主催するカレード・レシャード医師は、戦争で荒廃した祖国の現状を話したうえで、以下のように話しました。

「アフガニスタンでは多くの国が活動をしていますが、その中で唯一日本だけが軍隊を送らず、医療・教育様々な分野で無償の活動を続けてきました。日本はアフガニスタンにおいて大変出世したアジアの兄貴分、として尊敬を集めています。（中略）　なぜ、日本のNGOである我々がアフガニスタンで安全に活動を続けられるかというと、日本が平和な国として認知されているからにほかなりません。今や、アフガニスタンのような不安定な国々の平和のために日本にできることは東ティモールやカンボジアの経験を活かして対話の仲介に務めることであり、戦争に加担することではないと思います。それこそが日本の正しい役割であり、国連での理事国の地位を獲得するための手段であります。広島や長崎の被爆と惨事を経験した世界唯一国の日本がいつまでも第九条の精神を貫くことこそが世界の人々の目標となり、鏡となれることでしょう。どうか、日本人のこの優しい、友愛な心を失くさないでいただきたい」

9月11日はぜひ国会周辺の抗議行動にご参加ください。
18:30頃から1時間の間のどこかで、NGO非戦ネットの関係者がスピーチをします。

この日は、September 11。
2001年のこの日から、世界は大きく揺れ動き、テロ戦争の名の元にアフガニスタン、イラクなどを中心に、世界各地での紛争が起きました。

さらなる戦いに臨まなくて済む社会を目指して、この日に集まりましょう。

当日はかなりの混雑が予想されますので、正門前の抗議場所については当日の混 雑具合を見ながら決定します。

【安全保障法制に対する NGO国際共同声明 記者会見のご案内】

９月１０日（木）記者会見を開催いたします。

NGO非戦ネットは、現場で国際協力活動・交流活動を行うNGOの有志が集う緩やかなネットワークです（賛同団体67団体、NGO職員など個人賛同約600人 2015年9月5日現在）。国際協力・交流活動に取り組むNGOや市民の立場から、現在国会で審議されている安全保障関連法案とこの法案を中心とした日本を戦争ができる国にしようとする動きに反対します。

この度、賛同団体および非営利で公に利する活動を組織として行っている国内外の団体計約300団体（詳しい賛同数は当日発表いたします）による「安全保障法制に反対するNGO 国際共同声明」を発表いたします。

Press Conference on International “NGO Joint Statement Against the Security Bills” by NGO No War Network, September 10, 2015 Tokyo, Japan

On September 10, a day before the 14th-year memorial of 9.11, NGO No War Network is calling the press conference on “the Joint Statement Against the Security Bills” by totally 300 NGOs and non-profit organizations in and outside Japan (The actual number will be announced later on) to express our strong concern and opposition to the currently proposed Security Bills in Japan.

 NGO No War Network, as a group of concerned citizens and NGOs promoting international cooperation and exchange, stands together in opposition to the security bills that are currently being debated in the Japanese Diet, and the attempt to make Japan a country that can go to war. The network is associated by 67 organizations and approximately 600 NGO staff supporters (Sept 5th, 2015).

About “NGO No War Network”

On July 4, 2002, original NGO NO WAR NETWORK was established by the NGOs that felt a sense of crisis in the face of the post-9/11 “War on Terror” and ensuing limits on civil liberties in the name of anti-terrorism that took the world by storm. At the time, the US was proceeding with its preparation for the war in Iraq, and emergency legislation was being deliberated in the Japanese Diet. The network was eventually dissolved, but in the face of the current international situation and Japan’s rapidly developing policies that will lead the country to war, we felt we could not stand idly by. Thus, the no warfare movement was reestablished, incorporating the spirit of the original network on July 2, 2015.
